Tax Table Alert
Since the Year-end compliance updates release
12/15/2009 the following states Arizona,
Minnesota, Missouri and Oklahoma have had
Withholding tax variables change. Indiana State
Unemployment limit is currently under review by
the Indiana legislature. Please verify that
your system limit matches the paper change.
Paper changes to adjust theses states
withholding tables for OSAS versions 7.5x and
7.0x, and TRAVERSE versions 10.5x and 10.2x are
available below:

For the upcoming tax year, 2009 W-2s, 2009
1099s, and 2010 tax table updates, Open Systems
will be providing Year End Compliance updates
for TRAVERSE versions 10.2 build 7189, with
prior Year End builds installed, TRAVERSE 10.5
build 8175, and build 9092 and TRAVERSE 11.
Open Systems will be testing on the current
build of each version and we strongly recommend
that if you are not using the current build that
you upgrade to the current build of your
TRAVERSE version
(Please note that Year End Compliance Updates
will not be provided for 10.5 phase one builds
7086 or 7210).
OSAS
For the upcoming tax year, 2009 W-2s, 2009
1099s, and 2010 tax table updates, Open Systems
will be providing Year End Compliance updates
for OSAS versions 7.03 and 7.5x.
Open Systems will be testing on the current
build of each version and we strongly recommend
that if you are not using the current build that
you upgrade to the current build of your OSAS
version.
These updates should be applied after your final
payroll for 2009 and ideally before your first
payroll 2010. You can run your first 2010
payroll using the old rates if necessary.
Please review your payroll processing calendar
and then contact us to schedule a time for us to
work together to install the updates.
To be eligible to receive any of the above
updates, you must be current on their
Maintenance program. If you're not, please
contact us for information about the
maintenance program.
What has been changed:
Accounts Payable
Accounts Payable 1099 Forms: Last year and
this year 1099 Misc form are identical with the
exception of some wording on the far-right side
of the form that's preprinted. The actual boxes
appear to be identical to 2008.
2.) There
are a few rules changes with the form in regards
to reporting, but nothing that requires any code
changes. Examples are: 1099 statements are now
due to recipients by Feb. 15th,
Military Differential Pay is no longer reported
on 1099-Misc, some death benefits are now
reported in box 3 of 1099-Misc, medical research
payments may be reported in Box 3 of 1099's.
Box 15a. Section 409A
Deferrals, you do not have to complete this box.

No change to the 1099
form.
Accounts Payable 1099
Electronic Filing Format:
There are some changes to
the electronic filing format for 1099-MISC, in
record types B and C.
1.)
Record type B (Payee
Record) has 2 new total fields added, "Payment
Amount F" (223-234) and "Payment Amount G"
(235-246). These are not used with the 1099-MISC
reporting, but need to be zero-filled. The
formerly 'Reserved' field at 223-246 is now
replaced by these 2 fields.
2.)
Record type C (End
of Payer Record) has 2 new total fields added,
"Control total F" (268-285) and "Control Total
G" (286-303). 304-499 is now blank (formerly
268-499). These are not used with the 1099-MISC
reporting, but need to be zero-filled.

Two new numeric
fields in both B and C record types (see layout
above), in the electronic filing format file,
which only need to be zero-filled and printed on
the output log
Payroll
W2
form changes - We are not aware of any
changes to be made to the W-2 form printing
programs with the exception of the NJ Family
Leave Insurance needs to print on the state copy
of the W2.
W2
Electronic filing format - There are no
record changes for tax year 2009.
